Early Childhood Special Interest Group (SIG)

Of The Council for Exceptional Children

Teacher Education Division

 

ARTICLE I NAME

The name of this organization shall be the Early Childhood Special Interest Group (EC SIG) of The Council for Exceptional Children (CEC), Teacher Education Division (TED).

ARTICLE II PURPOSE

The Early Childhood Special Interest Group is a diverse community of professionals who lead and support teacher educators on behalf of young children (birth – age 8) with exceptional needs and their families. We accomplish this through professional and leadership development and advocacy.  

The Early Childhood SIG will be approved by TED for three years with its status evaluated by the TED Executive Committee on whether to extend recognition of this group for an additional three years.

ARTICLE III MEMBERSHIP

Qualifications

Membership shall consist of professional personnel and other persons interested in supporting the development of teacher educators in the field of early childhood, birth – age 8. All members hold concurrent membership within CEC and TED.

ARTICLE IV ORGANIZATION

The Early Childhood SIG shall be affiliated with The Council for Exceptional Children (CEC) and the Teacher Education Division (TED).

ARTICLE V DUES

The Early Childhood SIG will not collect dues.

 

ARTICLE VI OFFICERS

Officers

The officers of this SIG shall be Chairperson, Co-Chairperson, Member(s)-at-Large, Secretary, and Student Representative.  All officers must be members in good standing of CEC and TED at the time of their appointment and remain members throughout their term of office.

Duties of the Officers

The powers and duties of the Chairperson shall be:

  1. To serve as the chief executive officer and spokesperson of the SIG with the powers and duties usually belonging to such a position;
  2. To create agendas for general meetings of the SIG;
  3. To give leadership to general policy making and carry out the directives of the membership;
  4. To call and preside at meetings of the SIG;
  5. To represent the SIG in coordinating efforts with CEC and TED;
  6. To represent the SIG and communicate activities at the spring CEC Representative Assembly and TED Executive Committee Board meetings on activities of the SIG.

The powers and duties of the Co-Chairperson shall be:

  1. Serve in the place of and with the authority of the Chairperson in case of the Chairperson’s absence or inability to serve.
  2. Assist the Chairperson with leadership to general policy making and carry out the directives of the membership
  3. To represent the SIG in coordinating efforts with CEC.

The powers and duties of the Secretary shall be:

  1. To keep a careful record of the proceedings of the general meetings;
  2. To prepare a report for the TED board records of proceedings;
  3. To carry on correspondence as necessary for the operation of the SIG;
  4. Maintain a list of SIG members and e-mail contacts;
  5. To contribute to the TED newsletter.

The powers and duties of the Member(s)-at-Large shall be:

  1. To participate in meetings of the Early Childhood SIG;
  2. To serve as a primary liaison between the TED EC SIG and DEC (the Division for Early Childhood);
  3. To complete duties as defined by the Chairperson.

The powers and duties of the Student Representative shall be:

  1. To promote the purpose and goals of the SIG to doctoral students;
  2. To generate interest and membership from among doctoral students;
  3. To serve as a primary liaison between the SIG and TED Kaleidoscope members.

Elections of Officers

The Officers of the Early Childhood SIG shall volunteer for their positions to provide leadership to the group. The officers must be in good standing with CEC and TED.

Terms of Office

The officers of the Early Childhood SIG shall be for one year, beginning on January 1. Each officer will serve for one year and can serve consecutive terms.

ARTICLE VII EXECUTIVE COMMITTEE

The executive committee will be the officers for the Early Childhood SIG.

ARTICLE VIII GENERAL BUSINESS MEETINGS

Meetings of the Early Childhood SIG will be held at the spring CEC conference and fall TED conference. The executive committee will communicate throughout the year via e-mail and phone/video conferences.
